We have three board certified, licensed Optometrists available for all of our patients’ needs. When you choose Powell Vision Clinic you may see one or more of our doctors at the time of your appointment- we believe in a team approach to providing the best care available. Exams are available in Spanish if needed as well.

Dr. Carla Iseman

Dr. Carla is a Pennsylvania native that has embraced the Wild West of Wyoming since moving here with her husband Dr. Tyler McDowell in October 2017. After highschool Dr. Carla earned her undergraduate degree from Fordham University in New York City. From there she moved to Puerto Rico to pursue her degree in Optometry at the InterAmerican University of Puerto Rico. She graduated in 2013 with her OD and has been practicing primary eyecare with a particular passion for pediatrics, vision therapy, and all things optical ever since. Dr. Carla and Dr. Tyler have welcomed two boys into their family in October of 2020 and December of 2022. They are the newest members of the Powell Vision Clinic and are frequently seen helping patients in the optical department.

DR. KIMBERLY MCDOWELL

Dr. Kim is a third generation optometrist as her father and grandfather were pioneers of developmental optometry in California in the 20th century. She grew up in Lancaster California before moving to Oregon and settling in Wyoming with her husband Jon. She has been passionate about optometry since taking over the Powell Vision Clinic in 1993 shortly after graduating from Pacific University College of Optometry. She has been a member of the College of Optometrists in Vision Development in addition to one of the first few female optometrists in the state of Wyoming. In 2005 Dr. Kim added a program to the Powell Vision Clinic that helps aid patients with sensory deficits. This program has since been revamped, revitalized, and customized with state-of-the-art ancillary testing and personalized software. Dr. Kim has been a mainstay in the Powell community over the years through her work at her office and through the local chapter of Rotary International. Since the pandemic, Dr. Kim has retired from daily patient care and is enjoying her time continuing to give back to the Powell community through Rotary. Of course she is- and always will be- in an advisory position at Powell Vision Clinic.

Dr. TyLER mcdowell

Dr. Tyler is a Wyoming native. He has been involved with the Powell Vision Clinic since 1993. He graduated from Lovell High School in 1995 and then moved on to obtain several associate degrees from North West College. After that he graduated from the University of Wyoming in 2002 with a Bachelor’s degree in Physiology. He served as the lead Ophthalmic Technician at the University of California Irvine for a variety of sub-specialties including glaucoma, refractive surgery, neuro-ophthalmology and retinal specialists. He proceeded to the Inter American University of Puerto Rico where he graduated in 2013 with a degree of Doctor of Optometry. He completed a residency in Primary eyecare from the Chao Vision Institute in Irvine, CA in 2014. He has also provided services for the Crow Indian Tribe at the Crow/Northern Cheyenne Hospital in Montana. In addition to daily patient care in the realm of primary eyecare, Dr. Tyler has pioneered the EyeMind sensory integration therapy. He is excited to offer this treatment approach to the Powell Community and beyond.
